AMION Consulting were appointed by Dudley Council to help prepare their Business Case submission to government for the Future High Streets Fund.
The aim of the FHSF investment into Brierley Hill was to renew and reshape the High Street in a way that supports new growth, improves visitor experience and promotes its long-term future sustainability. In particular, this looked to maximise the arrival of the Midlands Metro Extension in 2023, where a new tram terminus is planned for the town.
AMION produced a “Green Book” Business Case that looked in detail at the Strategic, Economic, Financial, Commercial and Management Cases. For the Economic Case, AMION devised a series of options, which were then subject to detailed value for money examination, including Benefit Cost Ratios or BCRs.
