Client: National Highways

AMION recently completed an evaluation of the A30 Chiverton to Carland Cross scheme on behalf of National Highways. The evaluation was a collaboration between AMION’s Evaluation and Transport Economics teams.

The project was funded through the European Regional Development Fund and by National Highways and comprised a 14 kilometre dual carriageway connecting to the existing A30 dual carriageway at Chiverton Cross roundabout and Carland Cross junction. The project also comprised:

  • replacement of Chiverton Cross roundabout with a new, two-level motorway style roundabout
  • a new two-level partial junction at Chybucca with west-facing slip roads connecting to the new dual carriageway
  • replacement of the existing roundabout at Carland Cross with a two-level motorway style junction
  • new bridges and accesses across the new road and the old road.

AMION were commissioned to carry out an evaluation covering issues such as: strategic relevance of the project; extent to which outputs had been achieved; management and delivery; potential impacts and value for money; and identification of strengths and areas for improvement.

The evaluation involved discussions with a range of partners and stakeholders and found that the project has the potential to deliver substantial benefits to Cornwall. The project has already delivered a range of benefits to communities and businesses in Cornwall, for example through the use of local suppliers and staff during the construction phase and through a wide range of environmental innovations.
